Azure-sdk-mcp fails to start when it can't find pwsh #13716

I cloned the azure-sdk-for-go repo on a clean/stock Win11 x64. I started VS/Code. Opening the folder at the root. The extension was installed. When the mcp went to run it failed.

I was able to manually fix by installing Powershell 7
"winget install Microsoft.Powershell"

Expected:
The mcp should recognize that powershell 7 isn't installed and present an option to install it for you. Or it should link you to how to fix the problem.
