feat: Support Xiaomi Smart Scale S200 (0x4DCB)

An entry for this model already exists in devices.py, but the unit I received seems to have a different product ID, even though it has the exact same model number. I added a new entry with the product ID I got from the advertisement, tested it locally in Home Assistant and the scale got picked up.
