What's up with the +16? #2

Hi,
Just wondering why 16 is added to the sizes when resizing - I'm assuming it's legacy behaviour of Chrome which does not apply anymore? In my testing I found that an updateWindow({ width: parseInt(width) }); without adding 16 works just fine.
