Flash changes (Effect Tick Rate, Potency resistance)

Captured a whole lot of data on Flash and mob skills inflicting Flash:

• Ghrah Actinic Burst is -400~ acc, not -200
• Puk Obfuscate is Flash -600~ acc not Blind -200
  • Seems to be true for all variants of Puks, tested Bhaflau and Escha-Zitah
• Flash potency (any source) is not static and has a +/- 10% variance
  • Spell goes from -270 to -330
  • Obfuscate -540 to -660 etc
• The potency (at least from mob skills) can be resisted
  • Obfuscate would give you -300~ on a 1/2 duration resist
• Flash is supposed to decay on onEffectTick, which LSB does not presently do
• Flash decays every second (this is the lowest I can confirm with just spamming /checkparam)

What I've yet to confirm:

• BLU Actinic Burst potency, but I've found several sources claiming it's weaker than the mob skill so -200 is probably correct
• if Flash spell can have its potency resisted
• if Ghrah potency changes depending on the monster tier
• Bloodcrown Brradhod aura potency
• Proto-Omega Floodlight potency
• General Rughadjeen Victory Beacon potency

While looking at how to implement the changes, I've noticed 2 things:

Effect tick rate <3s are not supported

Lines 41 to 44 in b9f461b

mobStatusEffectMove does not apply resistance to potency

There isn't a whole lot of enfeebs that can have their potency resisted, should I just add a if check in there?

I have some data from Flash where it's reflected from a colibri onto me, may want to cross reference

Worth rebuilding a proper dataset when the changes are made but I have decent proof that it ticks every 100ms

sequential unique packets (as determined by syncid) received with similar accuracy were all received in updates of less than 100ms

Giving it another go now that hitrate is in Lua...

Findings:

• Flash always decays by 3/4 every 100ms tick
• Initial duration is thus tied to the overall potency
• I haven't been able to get Flash (spell) to give a partial resist - but I didn't try too hard either
• If Actinic Burst has a MACC bonus it is much lower than Flash
• Flash overwrites Actinic Burst. Actinic Burst does not overwrite Flash.

Puk Obfuscate is -600 ACC (20s) - appears to have some sort of randomization as part of its calculation (possibly boosted by TP as well?)
(data is Escha-Zitah but tested in Bhaflau Thickets as well)

You need several hundred meva + light ele resist to see this on a reflect from a colibri. I have some old notes saying its about 500

The best way I've found to get accurate points:

• Find SendTimer with CheatEngine
  • It's equal to 2000 when zoning, then stabilizes around 400
• Freeze it to 10 - client will attempt to bump it 50 by 50 but it should be somewhat reliable
• Use captain with checkparam addon (/cap) and set its auto timer as low as it will go
• Start a capture
• Note that your client will display duplicate events and packets will be recordered out of order by captain
• After completing the capture, make a script to sort all points in the CheckParam.csv by syncId, then you can analyze the gaps between each points. If you see points with acc boosted by 7 it just means the timing was slightly off to catch the previous 100ms slice, it doesn't really matter for this since all flash effects have decayed the same way so far.
