Some questions about custom NPC's

Hi folks, so far I've managed to create a custom NPC by following the Wiki and examples but I have a couple of Questions:

1. Is it possible to disable player movement while talking to an NPC/while in a menu?
2. Is it possible to pause NPC dialogue (as in the player has to press Return/Confirm to progress the text) or would that need DAT editing?

Both those things require DAT editing which no one has made a tool to do yet.
