Gold World Pass not enabled?

I just started a private offline server, and I'm trying to recreate my original character from the retail game as faithfully as possible. When I started, I had a Gold World Pass with another player, but when I go to the Kachada NPC in Bastok with my newly created character, no dialogue is selectable.

I assume Gold World Pass has not been implemented yet? I wasn't able to find any mention of it anywhere, but I wanted to confirm it before I go on with my character creation.

Also, I assume it will be possible to add it retroactively once/if it is implemented? I could inject the Gold World Pass code tied to another account into my character DB right?
