Starting tree constraints without monophyly constraints on taxa partitions

BEAuti includes constraints in the generation of starting trees for taxa partitions even if monophyly constraints are not specified on these taxa partitions. This can result in unexpected conflicting constraints in the starting trees (e.g. if one taxa partition is used for tip date sampling, and another one for an effective constraint).
