Error occured during running the native training

I have installed python version 3.7.17, and numpy version 1.19.5 so it can be compatible with bazel version 3.1.0. i also using ubuntu version 22.04.5 LTS which is more stable. but these errors occured

i change rule_python to 0.2, change the way pip_dep use its requirement
