FOSSA shouldn't depend on helm chart tests in RELEASE.yal #6023
Description
What should we do?
Figure out if FOSSA actually has a hard depdendency on the helm charts and if not make the steps independent.
Why should we do it?
We just released without the helm tests running at all and have done that for previous releases as well.
We should at least generate all the attestation reports with the release even when we do that
