GPS horizontal and vertical accuracy

GPS devices in real world (I am using ublox currently) provide a horizontal and vertical accuracy. It could be a nice idea to have this as a feature in Webots depending on the noise.

- Provide the noise to GPS device
- Get an estimated horizontal and vertical accuracy on position calculation by the GPS device
