xar files are missing from GitHub release artefacts

3.1.0 is missing entirely, 3.2.0 has no xar package

This prevents users from adding dependencies in docker builds directly

@tuurma the most recent releases are on GitHub. But the issue should remain open until the missing release artifacts are available here to. It's a no fix atm. But eg. docker builds that work with 4.0.0 still break with 3.1.0

Hmm, I wonder what happened to the .xar for 3.2.0?
