RFE: Create a task to add a resource on project level

As a user, I would like to add a file on project level (not service/stage level).

Extend AddKeptnResourceTask with a way to add a file on project level only.

Definition of done

• AddKeptnResourceTask allows adding a file on project level
• Documentation in README updated
