Locust service doesnt load locust files from stage or project level. Only loads it from service #101
Description
When specifying a locust.conf.yaml or any other locust specific file on project or stage level those files are never fetched by the locust-service. It seems that only files that are specific to service & stage are fetched. This prevents us from uploading locust specific files that should be availalbe for multiple services or across stages
The problem seems to be the call to mKeptn.GetKeptnResource -> this function by default only looks at service level resource but doesnt look at stage or project in the moment
