Idea: create a Publisher for apple container

The idea is basically the title, make easier to create a container with Ko to apple container.

I'm for it. If there's an existing Go API to load images into the local environment that would be great, if not maybe we can write one.

That functionality probably belongs in go-containerregistry in a package similar to the daemon package.
