Add class of "simple" bank file (csv/txt) parsers

By adding "simple" parsers -- ie, just plain parsing of tab/fixed width/ comma separated values, which retrieve their config from the database, use of the bank file import functionality becomes a lot more user friendly.

I'm imagining something in the database like:

• For account: <accno>
• Parser module: CSV/TXT/...
• File contains headers: Yes/No
• Expected line of headers: N (an integer numbe)
• Expects columns: name-of-col1, ..., name-of-colN
• Column map to entries:
  • scn: <name-of-col3>
  • clear_date: <name-of-col18>
  • amount: <name-of-M>
• Amount format: <choose your format>
• Date format: <choose your format>
• File format: CSV,TXT,...
• Column separator: "."/","/";"/...
