api for getting a tool total runtime and time of last run

For consumables (e.g. laser tubes) we need something like:

UI for a maintainer to indicate that a  consumable has been swapped
UI/API to see how long a consumable has been running for (total runtime since last swap event).
UI/method/thing to warn/alert (via sending an email) when runtime > threashold?
