[Bug]: Cant launch to web

What happened?

cant launch the webui i dont know why its a clean install. I'm using Brave Browser

Steps to reproduce the problem

Clean Install
launch WebUI-User.bat

What should have happened?

launch to Brave Browser and generate an image

Additional information

I have tried both my SSD and HDD
I have tried uninstalling and reinstalling Python including removing leftover files
I have tried launching with only the --use-zluda command and nothing else
I am working from the base directory of my HDD D:/
I am using Windows 11 as an OS

I recommend not to set environment variable "ZLUDA" because it overrides the decision of the installer.
Also, did you modified something from or copied anything to HIP SDK installation directory?
