2FA authenticator code backup codes

Description

Currently magento 2.4.8 provides no method of using or having backup / recovery authenticator codes.
Should authenticator be unavailable then access to admin sessions becomes extremely difficult and requires development support.

Expected behavior

Allow the use of offline authenticator codes

Benefits

Should there be a time when Google or Microsoft authenticator is offline we will still be able to access magento admin

Additional information

For example Microsoft Office 365 has support to generate recovery offline one use codes for emergency situations.
Generate a Recovery Code: In your Microsoft Security Dashboard, look for the Recovery code section. Select Generate a new code.

Release note

Magento now supports the use of offline authenticator codes, You can Please generate these using the admin session and store safely. Each generate up to 12 codes which are 1 off single use codes.
