Creating a duplicate config should not be allowed

The user should not be allowed to create an exact duplicate legal hold that already exists.

**Steps to reproduce:**
- Create a legal hold with desired config entries and save it.
- Create another legal hold with the same configs as earlier and save it.

The user is able to save the config even if similar config already existed earlier and has not been released.
