Dockerfile is quite old. We need to update it.

I faced the same issue. I have created a fork of fork to make sure that the Dockerfile is able to build successfully. Here is a link to the repo. https://github.com/hackera10/rotating-proxy-ng. I can make a PR if there is enough interest.
