`SDL3_image` patching missing `IMG.c` file

I was using sdl3_image from wrapdb and I kept getting an error. It stated that I had an undefined reference to the function IMG_LoadTexture. After a few hours of investigation, I discovered that the issue was from the meson patch. The sdl3_image patch has a meson.build file in the src directory to list all of the source files, but it was missing IMG.c. I don't not know where to contribute to the patches for wrapdb, but I hope that this will get there. Thank you reading this. This took me too long to figure out.

Thanks for the report. There's actually an open PR to address this, #2131, but it's broken on macOS and so it hasn't been merged.
