API key: Jay is scared someone will rack up $1B Google bills

So ya, in the current generation of Google-land

• This project is attached to my personal PayPal for payments (if any)
• I can restrict the API key to certain websites, but then local DEV is blocked. I can't figure out how to restrict to both of those.
• I set a Budget w/ alerts, but apparently there's no simple way to tell Google "hey if this spends more than $20/month, shut it off" ... sigh? I have no idea how many hits is $20 in Maps and Sheets and Google apparently doesn't want to make this easy.

So if anybody knows how to fix that, I'd appreciate it.
