Describe the bug
After updating to OPNsense 25.7.10, Kea DHCPv4 stopped handing out IPv4 addresses, while IPv6 still worked. In the GUI Kea DHCPv4 is enabled for my VLAN bridges, but the Kea log only shows kea-dhcp6 entries.
Findings
sockstat -4 | grep 67 showed dnsmasq listening on UDP port 67 after the update, no kea-dhcp4.
ISC DHCPv6 was also enabled again on one interface, although it was disabled before the update.
After disabling dnsmasq and ISC DHCPv4/v6 again, Kea DHCPv4 started correctly and now listens on 192.168.10.1:67 and 192.168.30.1:67, and IPv4 leases work immediately.
Environment
OPNsense 25.7.10 (amd64)
Kea DHCPv4/v6 enabled, dnsmasq and ISC DHCP supposed to be disabled
