shortcut key press not making it to underlying app

When using apps like VirtualBox and Remmina the right crtl key is used to preform actions; however, it does not appear that the shortcut keybinding is passed along to the underlying app.

Reproduce:

• Use Remmina to RDP into a box then press the right control key to force the Remmina to grab all keyboard events. Notice the input is still not captured (try using alt+tab to switch apps) inside of the RDP session.

• Spin up a virtual machine using VirtualBox and hit right control + f to force it to full screen. VBox does not actually full screen like it should.
