bug: Submit Software for Review link to blank template

Chrome on Windows 11.

To reproduce the bug:

1. Go to https://www.pyopensci.org/software-peer-review/how-to/author-guide.html#submit-your-package-for-peer-review
2. Click on Submit Software for Review
3. You will see a blank issue instead of pre-populated with submission template (screenshot below).

Expectation: I thought I would see https://github.com/pyOpenSci/software-submission/issues/new?template=submit-software-for-review.md instead.
