No, this is out of scope for pypdfium2.

Though perhaps one could implement a basic PDF to DOCX converter using pypdfium2's APIs for PDF reading, and a DOCX writing library. However, creating a really comprehensive PDF to DOCX converter is a monumental task, would need layout analysis and extensive use of the raw API or even adding new pdfium APIs. Getting this truly complete may well be infeasible. Even pdf2docx seems to have its limitations.

What may be an option in the future is PDF to SVG conversion using pdfium's Skia backend.
It might be theoretically possible for Skia to get a DOCX backend, but then the resuling DOCX would not have any layout info, so not very useful I imagine.
