Support compiling and running history server outside cluster.
Use case
Rebuilding the History Server image for every code change slows down local development and debugging. To speed up iteration, we propose mirroring the ray-operator and allowing the History Server to be developed, debugged, and run outside the cluster while interacting with in-cluster resources (e.g., the live Ray cluster).
