requirements.txt has run-time and test dependendences mixed: please properly declare run-time dependencies and test dependencies in pyptoject.toml or in setup.py

The package dependencies are in setup.cfg which is read by setuptools at install time. The requirements.txt is for local development only hence why there are test dependencies in there.
