Check CI status before sending to mailing list

Can/should we check the Travis CI state right before sending to the mailing list? Maybe a warning popup if the status is pending or red?

By the way... the experience is awesome! The setup is very smooth... the Amazon verification is kind of scary and I wonder if we can do anything about that...

Even better than this would be an option "send when the build passes" that I could click during the build, and that would let SubmitGit send the mail after it ends, or send me a failure email if it doesn't.

Note this is more or less a duplicate of my issue #16, which was filed back when @gitster still was more reluctant to adding Travis CI support.
