JOSS paper for posterior

So far, posterior doesn't have a corresponding paper to simplify citation. For multiple years now I wanted to make a JOSS submission but never had the time. This year, I would like to get it done.

@jgabry @mjskay @avehtari since you are the other central authors of this package, would you agree with me preparing a JOSS submission? I would then let you know once the initial draft is ready for you to review and edit.

The reason I would go for JOSS instead of, say, JSS is because JOSS papers are very short and so it wouldn't take me too much time to get it done in comparison to a full JSS paper, which would be much more to write.
