Add D-Bus API method to attempt to load volume key

Related to #3841 

Currently the user can get into a position where the volume key is not loaded if the user restarts stratisd, the Tang server is down, and the pool is already set up. We should consider giving users a way to prompt stratisd to reload the volume key when, for example, the Tang server becomes available again as opposed to having to once again restart stratisd.
