requirements.txt seems to have conflicting requirements for python version #333

I am on MacOS with M2 silicon. I have anaconda python.

I tried pip installing the requirements.txt in a virtual environment with my system python (3.11), and I got the following error.

ERROR: Ignored the following versions that require a different python version: 1.21.2 Requires-Python >=3.7,<3.11; 1.21.3 Requires-Python >=3.7,<3.11; 1.21.4 Requires-Python >=3.7,<3.11; 1.21.5 Requires-Python >=3.7,<3.11; 1.21.6 Requires-Python >=3.7,<3.11
ERROR: Could not find a version that satisfies the requirement tensorflow==2.9.1 (from versions: 2.13.0rc0, 2.13.0rc1, 2.13.0rc2, 2.13.0, 2.13.1, 2.14.0rc0, 2.14.0rc1, 2.14.0, 2.14.1, 2.15.0rc0, 2.15.0rc1, 2.15.0, 2.15.1, 2.16.0rc0, 2.16.1, 2.16.2, 2.17.0rc0, 2.17.0rc1, 2.17.0, 2.17.1, 2.18.0rc0, 2.18.0rc1, 2.18.0rc2, 2.18.0, 2.18.1, 2.19.0rc0, 2.19.0)
ERROR: No matching distribution found for tensorflow==2.9.1

I made a different virtual environment with python 3.10, and I got different errors because some of the packages required python >=3.11.

ERROR: Could not find a version that satisfies the requirement tensorflow==2.9.1 (from versions: 2.13.0rc0, 2.13.0rc1, 2.13.0rc2, 2.13.0, 2.13.1, 2.14.0rc0, 2.14.0rc1, 2.14.0, 2.14.1, 2.15.0rc0, 2.15.0rc1, 2.15.0, 2.15.1, 2.16.0rc0, 2.16.1, 2.16.2, 2.17.0rc0, 2.17.0rc1, 2.17.0, 2.17.1, 2.18.0rc0, 2.18.0rc1, 2.18.0rc2, 2.18.0, 2.18.1, 2.19.0rc0, 2.19.0)
ERROR: No matching distribution found for tensorflow==2.9.1

So it appears that there is no version of python that is compatible with all the packages in requirements.txt on my OS.
