Sql table column-level tooltips

Tooltips for individual columns in a sql table currently can be defined but are not rendered. Request that these tooltip are displayed in the rendered diagram.

Context: Column tooltips can be used to insert column description. They can also be used as a workaround for inserting sql table column information that doesn't (yet) have an explicit keyword (e.g., column default value, column checks).
