Verify database should now use utf-8 for names #1161
Description
Where before it made sense to just have ascii data for names in the verify database (because the merlin data was just ascii), we now get proper unicode from the BUT API so we should probably upgrade our database to support it as well (it pains me to see it in #vyucujici-info)
