Rocky images refuse installing any man pages

This is due to /etc/yum.conf magically preventing any such files installed.

tsflags=nodocs

I'm guessing the setting comes from some upstream docker configuration, where it makes sense. And arguably, they are not needed on pure compute nodes. However, for a login node, this isn't desirable, and the tsflag not very obvious. Should be at least documented that dnf install man-pages will not do anything.

There you go. I think the main Rocky-9 suffices. It might apply to the others, but I'm not positive. Debian has separate "-doc" packages, and I'm not aware of any magic that just filters out the /usr/share/man tree from regular packages. It was just very weird to install "man-pages" and not have anything show up at all, despite rpm -ql man-pages and rpm -V man-pages acting as if all was good.
