Attempt to back off if 1Password desktop app communication fails

if op fails to talk to the desktop app (#209), this failure may be temporary. If this is the case it would be worth backing off for a short interval (~1 second?) and trying again before failing

Here are some considerations:

• only attempt back-off if op operations have already been succeeding
• probably only want to try backing of once or twice before failing
• If the failure is temporary, it probably is for a very short period of time, likely less than a second.
• we may want to make this interval configurable and possibly optional

When I completely quit 1Password on macOS and kill all 1Password processes, then do eval $(op signin), it fails but then 1Password starts.

I assume this is launchd getting involved when op attempted XPC.

On the very first op operation (within the scope of the OP object) it may be worth waiting a bit longer and/or retrying a few times, in case 1Password is trying to start.
