What's changed and what's your intention?

• pin prost to 0.14.1 as it's the only version will work with our otel-arrow
• upgrade some other opentelemetry libraries, not critical upgrades
• remove Array impl for RangeArray Seal Array trait apache/arrow-rs#9092
