Adds a new @data_type_parser("lhotse_concat") that greedily concatenates consecutive cuts up to a configurable max_duration, with an optional silence gap between them. This enables building longer training examples from short cuts at the data-source level without materializing the full dataset.

Important

GitHub Actions CI

The Jenkins CI system has been replaced by GitHub Actions self-hosted runners.
