Context:
Given a specific CI with a specific branch, we should be able to schedule a fixed multiple-time re-run for it instead of manually clicking the rerun multiple times.

Description of the Change:
Add a workflow to run other workflows N number of times.

Benefits:
Workflows can run multiple times.

Possible Drawbacks:
None
