Description

This PR is contains an updating settings for AppVeyor instances:

  • Updating configurations
  • Added Qt5.15/Win64 instance
  • Added Qt6.8/Arm64 instance (but disabled, because it broken - wrong path in the qtpaths.bat file at the moment)
  • Removed finding OpenSSL libraries via cmake for ISS script

I've added new config option - ENABLE_PODIR - to adding ability building Stellarium with localization support, but without converting PO files into QM files (downloading compiled translations as an archive).

Important note: I can't test arm64 packages due no hardware (I hope I can install Win11/arm64 onto RPi4) at the moment
