Issues Resolved by this Pull Request
File copies for some features are currently performed sequentially, which is slow when handling multiple large files. This pull request introduces a Python module that performs parallel file copying, significantly reducing the overall copy time.
To reduce the size of the cloud-init, we are moving to a template-based approach for OpenMPI and UCX installation. Additionally, OpenMPI and UCX have been moved under hpc_tools for better segregation.
