Refine vgs jobs

• Unify the vgs tests trigger step for both k/k and external sidecars.
• Follow up of Enable the VolumeGroupSnapshot tests kubernetes-csi/csi-release-tools#283 and Refine: VolumeGroupSnapshot tests kubernetes#134214, so it needs to merge after them.
