improve scale up logic [sc-173517]

Current Behavior

• Currently when there is a scale up event, the thanos-receive-controller will wait 1 minute until the new pod is ready. This will also block other hashring updates.

Why do we need this change?

• There is already logic later on in the tool, which will allow skipping these pods that are not ready. A new flag is being added to skip the wait logic as it is an unnecessary blocking action.

Implementation Details

• Added a new flag --skip-extra-wait-for-new-pod=true that will allow skipping an unnecessary blocking action.
