Feature/fix is 360 check empty

• add a function to check if the data is in 360 when checking for empty granule files

we have the configs define if the data is360 true/false. This would by-pass that and check the file directly.
We can use this code if we remove that field from the config, but otherwise for now I'd rather just use the config field.
and if it fails because the config is wrong then we should update the config file.
