test: skip community in regular tests

Skipping the regular checks on community templates as these are provided without guarantee

solana-foundation/templates#172

This also will coincide with a clean up of community templates generally to keep the best ones

Note, i'm adding a temporary check for the action to run on PRs, removing it once i validate the action is fully passing now
