I think I need a bit more context to properly review it. Would you be able to provide more information on who runs cchang.de? A company website or some technical documentation to back this configuration would also help.

If this is a provider you're related to (or your own), we usually recommend setting up your own autoconfig file. As we mention in the ISPDB documentation, ISPDB acts as a fallback platform for large ISPs we haven't managed to convince to host their own autoconfig file.

Hosting their own configuration has multiple advantages for ISPs over adding an entry into ISPDB. The configuration is easier to maintain, and clients like Thunderbird will always prefer it to a configuration served by a third party (like the ISPDB). See this documentation on how to host an autoconfig file.
